Key cosmetic compliance requirements every brand must meet in the UK and EU
Most cosmetic brands in the UK are already failing cosmetic compliance UK requirements — and they don’t even realise it.
Not because they’re careless, but because the process is confusing, fragmented, and often explained poorly. You’ve got bits of information coming from suppliers, Google searches, TikTok, and other brands… and none of it is joined up properly.
So people launch products thinking they’ve done everything right when in reality, they’ve missed key legal requirements.
Why This Keeps Happening
The cosmetic industry makes compliance sound more complicated than it needs to be but at the same time, not clear enough where it matters.
You’ll see:
- “Natural” products being treated as automatically safe
- Brands copying labels or claims from competitors
- Suppliers providing partial information
- Advice online that only tells half the story
The result? Brands building products without fully understanding what they’re legally responsible for.
Cosmetic Compliance UK: What You’re Legally Responsible For
If you’re selling cosmetics in the UK or EU, you are legally responsible for making sure your product is safe and compliant before it goes to market.
At a minimum, that includes:
- A Cosmetic Product Safety Report (CPSR) — required under UK cosmetic regulations
- A Product Information File (PIF)
- Correct and compliant labelling
- Product notification on SCPN (UK) or CPNP (EU)
- Having a Responsible Person (RP) assigned
This isn’t optional. It’s not something you “add later”. It has to be done properly before you sell.
Where Most Brands Go Wrong
This is where we see the biggest issues:
- Launching before compliance is fully complete
- Making claims that aren’t supported or allowed
- Having incomplete or incorrect PIF documentation
- Not having a Responsible Person in place
- Assuming suppliers have “covered” compliance
- Copying what other brands are doing
Just because a product is on the market doesn’t mean it’s compliant.
The Reality of Cosmetic Compliance UK
Compliance isn’t just paperwork.
It’s your legal responsibility.
If something goes wrong whether it’s a reaction, a complaint, or a regulatory issue it comes back to the brand owner.
That’s why doing it properly from the start matters. Not just to “get through” a process, but to protect your customers and your business.
Where We Come In
At Essench, we approach compliance differently.
We’re not just consultants, we’re formulators and manufacturers. We understand how products are actually developed, tested, and brought to market, not just how they look on paper.
That means we don’t just tick boxes.
We build compliance into the product properly, identify issues early, and make sure everything is aligned before it reaches the market.
And if we’re involved, we take accountability for what goes out under our name.
Not Sure Where You Stand?
If you’re unsure whether your product is fully compliant, or you’re about to launch and want to get it right from the start, we’ve broken down exactly how we support brands depending on the level of help you need.
